What is a local license?

Node-locked, USB portable, and transportable licenses are collectively referred to as local licenses, because these types are typically resident on the machine where they will be used.
A node-locked license permits the licensed software to run on only one machine. Each node-locked license is locked to an instrument or computer: the license is resident on the hard disk of the system that it's locked to, and that system runs the licensed feature or product. 
A USB portable license is locked to a USB dongle (also called a USB key; sold separately). Systems that run the licensed feature or product must have the license file resident on their hard disks, and have the dongle attached when they run the licensed feature or product.
A transportable license is locked to a host (computer or instrument) and behaves like a node-locked license, but can be unlocked from one host and then locked to another host, via a network-enabled process performed in conjunction with the Keysight Software Manager website.
